Located at the intersection of two significant rapid transit lines, the Wynford-Concorde neighbourhood of Toronto is posed for transformative growth as a result of the Eglinton Crosstown LRT and future Ontario Line subway. In response, the City of Toronto has undertaken the development of a multi-modal Mobility Strategy to guide a transition away from auto-dependence by providing a safe, connected multi-modal transportation network which can accommodate this growth and leverage the significant rapid transit investments that are being made in the area. Supported by traffic modelling, multi-modal levels of service analyses, an assessment of policy alignment, and the use of connectivity indices, the Wynford-Concorde Mobility Strategy built the case for shifting modal priorities on the study area’s street network and explored options for re-allocating space within varying levels of construction intervention. With limited right-of-way, many ongoing neighbouring development applications, desires to expand the public realm and active transportation facilities, incorporate dedicated bus lanes, and maintain car lanes in the streets network, an iterative complete streets approach was used to assess these trade-offs. Additionally, a functional design component of work enabled the team to test two alternative designs with various space allocations, confirm viability of recommendations, and refine the preferred solution, reflecting space constraints, protected intersections, and ties in with proposed developments. The final strategy proposed, for each street in the study area, is a short-term cross section that typically maintains existing curb lines and requires lower construction costs, and long-term cross section that assumes a more comprehensive reconstruction and full build-out. The Wynford-Concorde Mobility Strategy ultimately provided a cohesive vision for a safe, connected, multimodal transportation network and informed a broader Focused Area Study for the community.
