How can cities rapidly expand active mobility infrastructure while making the most of existing right-of-way, limited budgets, and tight delivery schedules? In 2023, Quebec City adopted its Vision for Active Mobility with the objective of increasing walking, cycling, and intermodality between transportation modes. A key component of this vision is the accelerated development of the active transportation network, notably the VivaCité Corridors, an all age and abilities (AAA) network designed to support utilitarian trips while improving safety and comfort for both cyclists and pedestrians.

Quebec City has set ambitious active mobility objectives, where adapting to the existing environment is a must to deliver projects quickly and within the allowed budgets. To meet these challenges, the VivaCité Corridors team has developed a toolbox of design and traffic measures that enables the implementation of safe, user-centered cycling facilities while avoiding major reconstruction projects.

These interventions, referred to as evolutive projects, make it possible to introduce cycling connections within existing street rights-of-way without significantly modifying roadway geometry. By reallocating available space and applying adaptable design solutions, these projects can be delivered quickly and cost-effectively, providing immediate safety benefits for active transportation users.

This presentation will explore the tools and approaches adopted by Quebec City to support the delivery of evolutive projects. It will outline the project management process used by the VivaCité team, examine the trade-offs required to balance the diverse functions and users of urban streets, and highlight the role of citizen engagement in designing solutions that respond to local needs while advancing the city’s active mobility objectives.
