Title The Role of Roads in Asset Management - More Than Just Infrastructure
Abstract

Roads are key public assets and are subject to numerous laws, regulations and technical standards. These define requirements related to safety, serviceability, sustainability, public finance, environmental protection and resource efficiency. In practice, municipalities often face conflicting objectives—balancing traffic safety, climate protection, cost efficiency, budgetary law and user expectations. Without a structured framework, such conflicts are difficult to resolve transparently and accountably.

Asset Management (AM) provides a systematic governance framework to address this complexity. Based on legal requirements and technical regulations, an ISO 55000–aligned asset management system translates normative obligations into clear objectives, performance indicators and decision processes. It increases transparency regarding risks, life-cycle impacts and financial implications, facilitating robust and traceable decisions at strategic, tactical and operational levels. Unlike traditional pavement management systems that focus primarily on traffic lanes, AM adopts a holistic perspective integrating technical, financial, environmental and organizational aspects while supporting the common good and intergenerational equity.

A major strength lies in its alignment with the international ISO standards landscape. ISO 55000 (Asset Management), ISO 19650 (BIM), ISO 14001 (Environmental Management), ISO 31000 (Risk Management) and governance-related standards share a common High-Level Structure. This enables development of an Integrated Management System (IMS) that leverages synergies, reduces duplication and lowers implementation effort for practitioners. At the same time, added value increases as data, processes and responsibilities become systematically interconnected.

Integrating Asset Management with BIM methodologies, open data structures and sustainability tools such as Life Cycle Assessment (LCA) and Life Cycle Cost Analysis (LCCA) establishes the foundation for data-driven digital public administration. It supports transparent reporting, long-term financial forecasting and consistent evaluation of environmental and resource impacts—for example through increased use of recycled asphalt pavement (RAP) and closed material cycles in municipal civil engineering.

Integrated asset management systems thus form the backbone of resilient and sustainable infrastructure transformation. They also provide the structured, quality-assured and standards-compliant data environments required for digital governance and future deployment of Artificial Intelligence. On this basis, AI-supported analyses, forecasts and optimization processes can be implemented in a legally compliant, transparent and accountable manner.

The paper demonstrates, through practical examples, how roads evolve within asset management from isolated infrastructure elements into strategic governance instruments—embedded in a clear legal framework, guided by international standards and enabled by an integrated digital management architecture.
