As municipalities adopt Complete Streets philosophies to retrofit urban roadways for multi-modal transportation, limited right-of-way in built-up environments poses significant design challenges. Traditional Complete Streets approach typically allocates dedicated space to each transportation mode (walking, cycling and auto), while also accommodating transit infrastructure, parking and loading, landscaping, utilities and street furniture as required. In constrained corridors, this often results in compromised design dimensions that undermine user comfort, safety and street vitality. 

Rated as the world’s most bicycle-friendly city in 2025 by the Copenhagenize Index, the Municipality of Utrecht, Netherlands, has emerged as a global leader in rethinking Complete Streets design. This presentation examines emerging Dutch approaches through a detailed case study of the Nachtegaalstraat-Burgemeester Reigerstraat corridor in Utrecht’s city centre. The transformation demonstrates how Complete Street, Main Street and Bicycle Street (Fietstraat) objectives can be achieved without strict modal segregation or additional space requirements.

Drawing on a year-long lived experience adjacent to the corridor, field observations and interviews with municipal officials, this presentation showcases innovative design elements that enable a simpler, more flexible street cross-section. These include a combination of shared street treatments, detectable flush medians, adaptable curbside management, alongside other accessibility and traffic calming measures. Outcomes, trade-offs and impacts on user comfort, safety and social and commercial activity are discussed, supplemented by a visual ride-along to provide the audience with an immersive, first-hand understanding of how these solutions function in practice.  The presentation concludes with recommendations for translating these emerging designs into practical actions for Canadian cities.
