| Title | Canmore Going Dutch - Lessons for Effective Cycling Policy Transfer in Small Canadian Municipalities |
| Abstract | The Dutch approach to transportation planning and design is often regarded as international best practice, particularly with respect to incorporating cycling; however, Canadian municipalities face significant challenges in learning from and adapting Dutch-inspired cycling solutions within their own institutional, cultural and environmental contexts. Canmore, AB, a small mountain resort town with a population of approximately 17,000, presents a notable exception. The municipality has set an ambitious goal to double its sustainable transportation mode share from 20% in 2018, to 40% by 2031 and has actively pursued this target by drawing lessons from the Dutch cycling model. This presentation is grounded in Wayne’s Master’s thesis at Utrecht University, Unpacking Policy Transfer for Dutch Urban Cycling, a Case Study in Canmore, Canada. It examines Canmore’s experience through the lens of policy transfer theory, using the revised “6D” analytical framework (Drives, Drivers, Description, Direction, Determining Factors and Degree of Success), to systematically assess how Dutch cycling policies were interpreted, adapted, and implemented locally. The academic analysis is complemented by Andy’s practical insights from his experience as a former senior official at the Town of Canmore. The findings highlight key success factors, including strategic policy framing and advocacy, effective engagement with development industry, holistic approach to cycling infrastructure and programs, continuous learning and adaptation, and sustained investment in staff capacity. The presentation concludes with transferrable lessons and policy recommendations for comparable municipalities seeking to advance cycling and sustainable transportation outcomes. |
