This presentation argues that cities move from “complete streets” to complete networks when they design for the experienced journey and human needs across modes—not just the right‑of‑way.

Using a user‑experience (UX) approach adapted to mobility and urbanism, we show how door‑to‑door performance, perceived control, and stop/station hospitality predict whether people walk, roll, and ride more—especially for spontaneous, short‑notice trips. We introduce a compact set pf KPIs: P90 door‑to‑door time, a Friction Index (steps, handovers, elevation changes), a Spontaneity Rate, and an Equity Index, demonstrating how each is moved by design patterns at three layers:

1. timetable/service regularity,
2. stop/station and curb governance, and
3. payments/information.

Case vignettes from Canadian and international cities will illustrate how the results yield a replicable method that can help agencies prioritise gaps, compare projects on user‑observable outcomes, and scale what works across neighbourhoods and regions.
