For owners of complex transportation programs, the most difficult question after a project issue emerges is rarely what went wrong — it’s who owned it. 

As transit and major transportation programs  grow in scale and complexity, so does the number of organizations involved in delivering them. Owners routinely work with ministries, agencies, municipalities, delivery authorities, contractors, operators, and third-party stakeholders. In this environment, terms like “delivery partners” and “partners in delivery” are often used interchangeably — but they are not the same. When owners fail to define those distinctions clearly, the consequences surface later as scope gaps, interface failures, change orders, schedule delays, and heightened political and reputational risk. 

This session is designed for public sector owners seeking greater control over risk, clearer accountability, and more predictable outcomes. It focuses on a critical but often underdeveloped capability in transit delivery: intentional interface ownership. 

Drawing on experience from complex transportation programs, the session will unpack three core concepts: 

1. The difference between delivery partners and partners in delivery — and why blurring these roles undermines accountability, decision-making, and risk management. 

2. Where transit projects fail between scopes — examining how gaps at organizational, contractual, and technical interfaces create downstream delivery issues that are difficult and costly to resolve. 

3. The Interface Manager as an owner-led role — defining how this function can be structured, empowered, and embedded within governance frameworks to actively manage interfaces across organizations, contracts, and project phases. 

Rather than positioning interface management as a technical coordination exercise, this session reframes it as a governance and ownership tool. Participants will leave with practical insights into how owners can assign clear accountability, close delivery gaps before they escalate, and strengthen control over outcomes in increasingly complex transit environments.
