Abstract Manager

Rural and semi-urban communities across Ontario face distinctive mobility challenges shaped by geography, growth pressures, and diverse socio-economic cultural needs. Our work on the recent transportation master plans for the City of Woodstock, Township of Woolwich, and Renfrew County illustrate how context sensitive, inclusive, and data-driven planning can create meaningful connections, linking residents, destinations, and communities through thoughtful design and policy.  

Each project presents unique conditions requiring tailored approaches. In Woodstock, multi-modal network planning balanced rapid residential and industrial growth with the need for a safe and walkable community. Renfrew County required innovative strategies to enhance accessibility across dispersed rural settlements and improve regional connectivity through coordinated active transportation and transit feasibility study. In Woolwich, extensive engagement with the Old Order Mennonite Community informed design and policy solutions that respected traditional, non-motorized travel modes while enhancing safety and inclusivity for all users.  

Beyond infrastructure, each plan established a suite of transportation policies and decision-making frameworks, including traffic calming guidelines, pedestrian crossover policy, and all-way stop control policy, to ensure consistent, transparent, and evidence-based implementation aligned with industry best practices.  

Together, these plans demonstrate how transportation can serve as a powerful connector, bridging cultural, geographic, and economic divides. By integrating technical rigor, inclusive engagement, and policy consistency, these master plans exemplify how rural and semi-urban communities can build resilient, connected, and people-focused transportation systems across Ontario.
