Session Title AT - Pedestrian-Centered Design
Title Urban Design Challenges: Accessibility and Wayfinding to complement intersection constraints.
Abstract

Canadian cities and municipalities have a tall task and order when improving and developing new intersections around the city. Depending on the location of the project there is often a hierarchy of federal standards that would supersede provincial standards, and where some provincial standards supersede municipal standards. This is where guidelines such as TAC Geometric Design Guide for Canadian Roads, Ontario Traffic Manuals and AODA come in handy to shape intersections to serve the needs of pedestrians, cyclists, and motorists across a range of abilities. The designs vary between various agencies across Canada, such as local municipalities (i.e City of Toronto, City of Calgary) and provincial agencies (i.e Ministry of Transportation and infrastructure British Columbia, Saskatchewan Ministry of Highways) and so on. Each governing body follows different design standards and guidelines to suit local needs and accommodate existing designs constraints, such as constrained right-of-way, legacy curb lines, and utility clearance requirements. The standards between agencies may vary but they share the same core principle of making roads and active transportation safer, more efficient and accessible. The question is no longer whether to include accessible elements, but how intersection geometry changes when accessibility is treated as a core design input rather than a checklist item.

Progressive policies and the implementation of innovative features have brought forth iconic projects such as the Shibuya Crossing in Japan or the Songshou intersections in Taipei, that encompass elements of protected bike crossings, curb extensions, increased streetlighting for multi-use pathways, Tactile walking surface indicators (TWSI) bike signals, wayfinding and Audible push buttons.

In Toronto, the Wetlands projects is an exceptional example of the City’s commitment to safely integrate active transportation modes into urban hubs while supporting Vision Zero initiatives and promoting complete street principles. These approaches demonstrate how thoughtful design can support a broad spectrum of user abilities while advancing equitable and promoting environmentally responsible mobility choices.

By identifying vulnerable pedestrian groups and their unique needs, designers can establish mutually exclusive priorities and craft urban environments that respond to common challenges. This evaluation can result in profound impacts on streetscapes that will not only function effectively but enrich the daily experience of every user.

Looking ahead, GFT aims to push the boundaries of conventional design by embracing progressive policies and pioneering features that further advance Vision Zero objectives. This forward-thinking vision seeks to evaluate the needs of one another and reshape urban spaces into safer, more accessible, and more people focused places. Ultimately, it highlights the transformative power of intentional planning and design in shaping cityscapes that champion safety, inclusivity, and the core principles of complete streets.
