| Abstract | School frontages located on constrained urban corridors often experience significant operational and safety challenges during peak arrival and dismissal periods. At H.D. Stafford Middle School in the City of Langley, overlapping vehicle movements, dispersed pick-up and drop-off activity, school bus staging, and unpredictable pedestrian crossings have resulted in recurring congestion and elevated conflict risk. These challenges are further influenced by limited right-of-way, phased municipal capital programs, and jurisdictional constraints on traffic operations beyond school property. Problem ContextUnder existing conditions (HD Stafford 2018 Safety Improvements), vehicle circulation patterns repeatedly self-intersect, creating what is commonly observed as a “school snake effect”—a condition where queues loop back into themselves, intensifying congestion and increasing pedestrian exposure. Informal stopping behavior and scattered waiting areas further undermine safety and predictability, particularly during the afternoon dismissal period. Concept Development ApproachThis abstract presents a constraint-responsive, concept-level exploration of multiple circulation and frontage reallocation strategies, developed alongside the City’s planned north-side corridor upgrades. Rather than advancing a single prescribed solution, the study evaluates a range of operationally feasible concepts that reorganize circulation, clarify user roles, and re-center design priorities on pedestrian and bicycle access, using:

Operations and PhasingMultiple circulation concepts are under consideration. Some rely on self-resolving circulation supported by geometry and frontage allocation, while others explore active operational management within the limits of school authority and municipal regulations. The concepts are intentionally phased to align with the City’s north-side construction program, while preserving flexibility for future south-side enhancements (such as additional turn storage) should demand warrant. All concepts remain under active development, with ongoing refinement informed by stakeholder input, observed behavior, and operational feasibility.
