The City of Vancouver’s transportation safety policy is based on the concept of Vision Zero. Its stated goal is ‘to have zero traffic related fatalities and serious injuries.’ The City has been making steady progress towards this goal and is now preparing the next five-year action plan for traffic safety. At present, Parsons is generating a series of analyses that will guide City staff in the generation of this action plan. One of these analyses was a review of the existing ‘toolbox’ that the City has been applying to improve traffic safety. This review provided the City with a quantified evaluation of each treatment option in the toolbox through the generation of a collision modification factor, as well as an evaluation of the cost effectiveness of each treatment. The calculation of collision modification factors in this evaluation process applied the comparison group method and used claim records to accurately account for all collisions that occurred, including those that do not meet the threshold for police reporting. In our presentation, we will illustrate case studies examining the methodology as applied to two of the treatment options and discuss the overall results and findings of the analysis. We will then highlight lessons learned and discuss the difficulties with data analysis and sample size.
