| Title | Utility Coordination in Highway Projects on Extended Hold: Insights from a New Interchange in Hamilton |
| Abstract | The resumption of highway projects following extended periods of inactivity presents significant utility coordination challenges. Such projects are frequently confronted with outdated or incomplete utility records, evolving stakeholder landscapes, property acquisition delays, and updated industry standards. The recent restart of a major highway project in Hamilton, Ontario, which had been paused for over a decade, provides valuable insights into addressing these complexities through effective collaboration. One of the primary obstacles involved the need for new data collection, including comprehensive surveying and Subsurface Utility Engineering (SUE) investigation. Budgetary constraints required strategic prioritization of updated survey efforts, focusing resources on areas with the greatest potential impact to project design and construction schedules. Close coordination among clients, utility owners, and project consultants was essential in establishing these priorities and ensuring efficient allocation of resources and new investigations. Stakeholder changes, such as company mergers, rebranding, and turnover of key contacts, necessitated renewed efforts in stakeholder identification and relationship management. Rebuilding communication channels and updating contact information were critical to maintaining seamless engagement and avoiding delays. Property acquisition challenges further complicated construction timelines. Delays resulting from changes in ownership and resistance from property occupants required adaptive planning. Solutions included redesigning affected segments, implementing temporary measures, or scheduling workarounds until property issues are resolved. These approaches were only possible through collaborative decision-making and flexible project planning. The project also had to adapt to updated standards, such as the transition from ASCE 38-02 to ASCE 38-22. Interpreting and integrating these evolving requirements into utility investigation and risk management practices demanded ongoing communication and joint problem-solving among all stakeholders. The Hamilton experience demonstrates that successful delivery of infrastructure projects on extended hold relies on proactive collaboration. By sharing information, jointly prioritizing risks, and integrating updated standards, project teams can mitigate challenges and achieve effective utility coordination. These lessons are broadly applicable to professionals involved in the planning and execution of complex transportation projects across Canada. |
