Title Development of a Risk Module for Enhancing Pavement Management Analysis
Abstract

Risk assessment is a systematic process used to identify, evaluate, and prioritize assets with potential risks within infrastructure systems. In the context of pavement management, risk is modeled using two main parameters: the probability of failure (PoF) and the consequence of failure (CoF), along with the associated responses requirements.

To support this analysis, A Risk Module has been developed and integrated with Stantec’s RoadMatrix™ Pavement Management System (PMS). The module generates a dynamic risk factor that supplements traditional pavement condition measures, reflecting parameter changes over time and enabling its integration into network-level analysis and decision-making frameworks.

The two aforementioned risk parameters in RoadMatrix™ account for a broad set of variables, including pavement age, condition, structural characteristics (e.g., construction quality, subgrade conditions, structural adequacy), traffic loading, environmental influences (e.g., freeze/thaw cycles, rainfall, flooding), and maintenance practices. It also captures consequences related to safety, mobility, economic costs, and other operational considerations.

A case study is presented to demonstrate how risk is utilized within the RoadMatrix™ environment to prioritize work recommendations compared to conventional condition-based analysis.
