Title Applying Channelized Right Turns Beyond Conventional Contexts: Manitoba's Rural Approach
Abstract

Channelized right turn lanes, locally referred to as “right-turn cut-offs”, are commonly applied at urban and high volume rural intersections across Canada. In Manitoba, however, this treatment is also used at moderate volume rural intersections where driver expectancy, truck volumes, and wide intersection pavement footprints can render conventional right turn lanes insufficient. This treatment is routinely applied on Manitoba’s rural network, which stands in contrast to the limited use seen in most other jurisdictions.

This presentation describes Manitoba’s rationale for deploying right-turn cut-offs in rural contexts and the conditions under which the province departs from conventional approaches. Objectives include: explaining how driver behavior influences treatment selection; outlining warrants for channelized right turn lanes and discussing situations where the treatment is considered but not implemented, with alternatives such as conventional right turn lanes or other intersection treatments being utilized instead; and sharing safety considerations and key geometry refined for rural use, such as context-appropriate radius selection and acceleration/deceleration lane lengths.

The presentation draws on a practice-based review of multiple rural corridors and intersections. Traffic pattern assessments and truck volumes are primary drivers in determining whether a channelized right turn lane is appropriate, with decisions grounded in observed driver behavior and expectancy.

The session offers a candid discussion of the decision-making process and design nuances behind applying a familiar treatment in an unfamiliar context, relative to the rest of Canada.
