Title Infrastructure Light Tolling - Are we ready?
Abstract

The movement away from combustion engine vehicles in North America has led to growing recognition that current funding models for transportation will need to change. Although a heavily debated topic, one approach that has gained traction in many parts and continues to be acknowledged as an option is tolling. Aside from the politics of tolling another significant challenge is the infrastructure needed to support the effective enforcement of a tolling program. While tolling booths collecting cash are being phased out, programs such as the 407etr and other transponder based systems still require significant roadside infrastructure that is both expensive to install and maintain. But advancements in technology have resulted in a range of systems that can be deployed much quicker than overhead gantry systems and have lower operating costs.

The presentation will discuss two approaches to tolling that are currently being piloted in the US. The first is a camera based automatic license plate reader (ALPR) system that has been deployed in Utah by the DOT. This system does not require the vehicles to have any on board specialized equipment and a single camera can cover 3 lanes of live traffic. The presentation will include a discussion of the concept of operation, technology hardware considerations and factors, and the ability to deploy and redeploy the system at significantly lower costs than traditional gantry based systems. The second pilot will discuss the application of Telematics as a tolling mechanism in freeway operations and a will provide details of a pilot currently being trialed on a US turnpike. The presentation will include discussing the concept of operations, key factors and considerations and provide initial results from the pilot.

Although not currently a planned policy in Canada, the shrinking revenue from the Gas Tax will require new revenue streams to be discussed and explored and this presentation will identify possible approaches that reduce the costs and deployment timescales for toll based solutions.
