| Title | Defining Complete Networks using Canadian Case Studies: Lessons from a TAC Volunteer Project |
| Abstract | In 2025, TAC's Active Transportation Integrated Committee (ATIC) launched a volunteer project to research principles and practices in planning Complete Networks. This project sought to develop an understanding of how municipalities across Canada are applying Complete Networks principles, and develop a consistent definition for the Complete Networks concept. Through the project by ATIC, the principles of Complete Networks were developed and case studies were found to determine how municipalities are applying these principles. A key principle in the research project was the “unbundling” of transportation modes; instead of trying to plan for all modes on one corridor, Complete Networks seek to establish an understanding that different corridors prioritize specific modes. Users of other modes may still be accommodated or may be deprioritized entirely. Case studies relevant to Complete Networks and unbundling transportation modes will be presented. Each case study will present the planning process for the network unbundling, the outcomes/results, and the implications for the implementation of Complete Networks. The presentation will seek to develop a common definition for Complete Networks and summarize the potential next steps in understanding practices and developing guidance for planning Complete Networks.
