Good Enough - I'll Park it Here! Providing Publicly-accessible Secure Bike Parking Solutions

Public engagement for London’s Mobility Master Plan identified the lack of secure bike parking as one of the top three barriers to increasing cycling mode shares in London. The proposed goal of the Mobility Master Plan is to increase the mode share of active modes (walking & cycling) from 15% of trips in 2019 to 21% in 2050. Secure, publicly accessible bike parking plays an important role in supporting this mode shift and in increasing it even further.

Post-pandemic, the City of London completed a small-scale pilot project with bike lockers in three downtown locations (12 hourly rental lockers and 6 monthly locker rentals). Pilot learnings led to a permanent program.

This experience guided City staff to consider: What are best practices for providing and managing publicly accessible secure bike parking at a city-wide scale?

The City received Federation of Canadian Municipalities’ (FCM) Green Municipal Fund (GMF) support to develop a Bike Parking Feasibility Study. Working with Take Consulting, the Study answered the following:
• Who and how should secure bike parking facilities be administered.
• How capital costs for secure bike parking facilities could be provided.
• How operating costs for secure bike parking facilities could be covered.
• How equity considerations for accessing secure bike parking facilities could be addressed.
• What the estimated greenhouse gas emissions reduction benefit of secure bike parking provision could be.

The Feasibility Study included interviews with agencies from across North America, including staff from municipalities, transit agencies, parking authorities, universities, and non-profit organizations.

Some of the Study findings showed a range of administration models are in use – none of them perfect – and there is room for improvement and consistency from the cyclist’s perspective. Study findings are of use to all municipalities in Canada.
