Title Integrating Land Use and Multimodal Transportation: The Young District's Complete Network Vision
Abstract

The Young District Infrastructure Plan (YDIP) is a groundbreaking initiative to transform a 128-acre area in Halifax’s North End into a vibrant, transit-oriented community (TOC) that aligns with the principles of integrated and resilient mobility networks. With proximity to two future Bus Rapid Transit (BRT) lines, this redevelopment project offers a unique opportunity to design a seamless multimodal network that prioritizes active transportation, transit, and community connectivity.

The YDIP adopts a complete networks approach, moving beyond individual corridors to create an integrated transportation system that supports accessibility, equity, and sustainability. Key strategies include reimagining block patterns to improve permeability, prioritizing walking and cycling through complete streets design, and implementing streetscaping guidelines to enhance the public realm. By integrating land use and transportation planning, the YDIP bridges critical gaps in Halifax’s multimodal networks and ensures alignment with regional and city-wide objectives for mobility and urban growth.

This presentation will explore how the YDIP builds on visionary policies, such as the Integrated Mobility Plan and the Rapid Transit Strategy, to enable a shift toward sustainable modes of transportation. Attendees will gain insights into the methodologies used to assess network resilience, prioritize multimodal corridors, and balance infrastructure needs with urban development goals. Lessons learned from this process will provide valuable takeaways for other jurisdictions aiming to scale their transportation systems from complete streets to complete networks, fostering connected, inclusive, and future-ready communities.
