Title City of Vaughan Neighbourhood Traffic Calming Policy, Design and Speed Management Plan
Abstract

The City’s 2024 Neighbourhood Area Traffic Calming Policy, Design, and Speed Management Plan establishes a framework for identifying, warranting and implementing traffic calming measures. This comprehensive project unfolded over 24 months through a five-phase process.

Phase 1: Asset Review and Background Analysis. Over 400 existing traffic calming devices were evaluated to develop a plan for state of good repair. The assessment covered both the physical condition and AODA compliance of the existing devices, as well as their performance by location to address road safety considerations. A detailed prioritization plan has been established to guide the phased implementation of necessary repairs, relocations, and replacements. A comprehensive review of traffic data was also conducted to understand speeding patterns in Vaughan, identify hot spots, address inequities, and inform pilot locations.

Phase 2: Policy and Process Development. Established a data-driven Risk Scoring Matrix that enabled the targeted prioritization of roads for traffic calming measures, enhancing road safety based on traffic volumes, speeding trends, collision history, and pedestrian activity. Improved response times for safety concerns through streamlined procedures facilitating proactive identification and resolution. Ensured safety considerations are integral to all new developments by integrating policies, guidelines, and standards from various City projects during the planning phase.

Phase 3: Pilot Projects and Innovative Testing. Pilot initiatives were launched in five distinct neighborhoods, with over 75 traffic calming measures deployed. The neighbourhood traffic calming pilot program is the first of its kind in Canada, testing and evaluating new tools, technologies, refined siting and design considerations, data collection approaches, operational improvement ideas, and innovative engagement approaches.

 

Phase 4: Development Review and Guidelines. Strengthened collaboration among key stakeholders internally and externally through a Technical Advisory Committee, including representatives from York Region Transit, York Regional Police, and local school boards to develop the traffic calming toolbox, guidelines, and updated engineering standards.

 

Phase 5: Policy Refinement and Full Program Development. Created a comprehensive Traffic Calming Toolbox with 18 context-sensitive measures, categorizing solutions as passive, quick-build or permanant measures to effectively address various traffic scenarios. Implemented a Performance Monitoring Framework that includes annual reporting to Council, ensuring ongoing accountability and continuous improvement in traffic safety outcomes.

The insights gained from this project have resulted in the development of a transparent and proactive approach to traffic calming and road safety in the City of Vaughan. The lessons learned from this project have broad applicability to municipalities of all sizes seeking to create safer and more inviting streets for their communities.
