Title Asset Management Frameworks to Accelerate Delivery of Rehabilitation for Historically Underfunded Assets Classes
Abstract

The York Culvert Inspection and Capital Investment Project is a initiative undertaken by the Regional Municipality of York to enhance the management and renewal of its non-structural culvert infrastructure. This project, supported by GHD, aims to ensure the structural integrity and functionality of non-structural culverts, which are significant in both quantity, value and collective impact on the community.

The project involves a detailed assessment of the condition and operational performance of the culverts, including inspection and assessment standards. The information captured was combined to create an index that reflects both the condition and operational performance of the culverts, providing a robust foundation for data analysis and decision-making. The project also includes the development of guidelines for optimal inspection intervals and a thorough review of the existing non-structural culvert stock.

One of the key aspects of the project is the creation of a 10-year capital renewal plan. This plan outlines various renewal options and triggers deployed at an individual asset basis to support detailed analysis and integration. The recommended investment levels and prioritization of culvert work remediation options, including replacement, rehabilitation, or repairs and maintenance were developed. The project emphasizes the importance of regular inspections to maintain the proper shape, structural adequacy, and hydraulic efficiency of the culverts.

The York Culvert Inspection and Capital Investment Project represents a significant step forward in asset management for the Regional Municipality of York helping to demonstrate and quantify the needs for this asset class, for this historically underfunded asset class. By leveraging advanced data analysis and comprehensive assessment methodologies, the project aims to ensure the long-term sustainability and reliability of the region's culvert infrastructure. This initiative not only addresses current infrastructure needs but also provides a strategic framework for future investments, ensuring that the region can make defensible funding decisions and effectively plan for infrastructure renewal.

In support of tactical deployment of the recommendations a management framework for renewal selection and typical refurbishment engineering drawings and standards were created to expedite the process for conducting and developed engineering solutions to the specific asset within the inventory and the defects observed.

This project serves as a model for other municipalities looking to enhance their asset management practices and underscores the importance of proactive infrastructure management in ensuring the safety and functionality of critical infrastructure assets.
