Title Navigating Change in Winnipeg: Reopening Portage and Main to Pedestrians
Abstract

Portage and Main, often referred to as the "windiest intersection in Canada," is a historic intersection in downtown Winnipeg, Manitoba. It has been a focal point for commerce and transportation, symbolizing Winnipeg's development over the past century and a half.

In 1979, to accommodate increasing vehicular traffic and shield pedestrians from harsh weather, the city closed street-level pedestrian crossings at Portage and Main, redirecting foot traffic through an underground concourse. After more than four decades, in March 2024 the City of Winnipeg announced plans to reopen the intersection to pedestrians. Construction began in November 2024, with the at-grade pedestrian crossings expected to open by July 1st, 2025.

In anticipation of this change, our team conducted a comprehensive traffic analysis to determine the lane configuration, signal phasing and timing to minimize potential impacts on vehicular flow and provide for safe pedestrian crossings. Special consideration was given to major changes in Winnipeg Transit routing that coincided with the reopening of pedestrian crossings.

Given the short timeline, the options to make major configuration changes to the intersection were limited. The proposed solution included restricting some low volume turning movements, changes to lane configuration, protected turning movements and the use of leading pedestrian intervals. Our findings indicate that with strategic modifications to intersection geometry and signal timing, Portage and Main can effectively support both vehicular and pedestrian traffic. These improvements are expected to enhance the intersection's functionality and contribute positively to Winnipeg's urban landscape.

The reopening of Portage and Main represents a significant milestone for Winnipeg, aiming to restore pedestrian accessibility while maintaining efficient traffic flow. Our analysis provides a framework for implementing these changes, ensuring that this iconic intersection continues to serve as a vital hub in the city's transportation network.
