Title | Traffic Calming at the City of Moncton: A deep dive in the warrant matrix |
Abstract | The City of Moncton has experienced an increase in public complaints regarding high motor vehicle speeds throughout the municipality and numerous requests for traffic calming treatments at specific locations. In early 2023, City staff and its consultant were tasked to undertake a project with the ultimate goal to develop a new set of tools, including a consistent and equitable approach to addressing speeding within the municipality. The primary objectives of Moncton's Traffic Calming Program include:
Ultimately, as a result of this project, a new Traffic Calming Policy has been developed that allows the City of Moncton to evaluate existing streets and to prioritize the implementation of traffic calming measures. This evaluation is done through a warrant matrix with several decision criteria. In the year following the acceptance of the traffic calming warrant system and policy, City staff conducted over 100 analyses based on traffic calming requests and planned capital works projects. This presentation will focus on the data and criteria that impact warrant analyses such as road classification, traffic volumes, speed data, vulnerable user collision and pedestrian generators. Through the various warrant analyses completed by the City, some inconsistencies and imprecisions that impact the results have been identified and changes to the policy were proposed to remediate these. This presentation will also highlight lessons-learned from other stakeholders (i.e. emergency services, public transit, operations, etc.) on specific measures. Finaly, pre- and post-implementation traffic data of the 2024 traffic calming projects will be presented to quantify the efficiency of the piloted traffic calming measures. The results indicate lower vehicular speeds where the 85th percentile speed was reduced by an average of 10 km/h on most streets. |
