Title Highway 1 - 264th Street Interchange Project Design Innovation
Abstract

The BC Ministry of Transportation and Transit is upgrading Highway 1 through the Fraser Valley by implementing the Fraser Valley Highway 1 Corridor Improvement Program. One of the phases (Phase 3A) involves widening Highway 1 from 264th Street to Mount Lehman Road with major construction planned between 2025 and 2029.  This section of Highway 1 is an important part of the national highway systems but it is prone to significant delays with traffic volumes of 83,000 vehicles per day and collisions rates four times higher than comparable highway sections of similar volume.  


One project that makes up Phase 3A will be the replacement of the existing 264th Street partial cloverleaf Interchange.  This interchange supports significant international travel and trade due to the U.S. Border at Highway 13 (264th Street) as well as providing access to a local industrial area.  Integrated scope elements include a truck parking area, a multi-use path, a transit interchange with park and ride and priority transit lanes with bus on shoulder continuity along the corridor. This project will be delivered through a design build procurement which has the benefit of encouraging innovation in both design and construction.  The initial reference design concept was a Parclo B configuration with two flyovers.  The successful concept is a diverging diamond interchange (DDI), the first to be constructed in BC, and the third in Canada.  The focus of the presentation will be on the lessons learned related to the evaluation of the concept of this busy urban interchange with regard to project objectives.  Successful and timely delivery of the project will benefit communities through improved travel times, enhanced safety and reduced collisions, increased reliability for all modes, improved climate and seismic resilience, as well as increased sustainable and affordable transportation choices.
