Title | Cross-Municipal Collaboration for Shared Micromobility: Insights from the North Shore E-Bike Share Program |
Abstract or description | The North Shore E-Bike Share Program is a collaborative initiative between the District of West Vancouver, the District of North Vancouver, and the City of North Vancouver, and represents a pioneering approach in municipal collaboration to deliver a shared micromobility system. After a successful two-year pilot, this initiative is transitioning to a more established and permanent program. Our presentation will reflect on the program's framework, data collection methodologies, benefits, and its potential role in shaping future transportation policies. Municipal Collaboration: The collaboration of the three municipalities has enabled efficient resource sharing in data collection and analysis, streamlining the e-bike share system's launch and management. This inter-municipal effort has fostered a unified approach to advance shared goals and address transportation challenges across the North Shore. The alignment of the E-bike Share policies ensures that the program is not just a standalone project but a vital part of a broader transportation strategy. Advancements in Municipal Data Collection: Historically, recording comprehensive traffic data for the entire network has been a challenge – especially for active transportation data – with information gaps where seasonal data or count locations are not available. Data sharing agreements with service providers offer municipalities real-time and historical trip-based data that is essential to evaluate micromobility programs and consider service changes or expansions. Analysis of travel patterns has provided valuable insights for enhancing micromobility infrastructure, including optimizing parking solutions in high-traffic areas and zones with lower parking compliance, and improving wayfinding infrastructure. Measuring Success and Informing Policy: We continue to consider potential future applications of micromobility data, such as longitudinal studies and comparison with other travel data. For instance, the North Shore Transportation Survey is a panel survey that has run every two years since 2019. Together, both datasets allow us to consider changes in regional, local, and mode specific travel behaviour over time. This is interesting both from a network planning perspective and potentially for monitoring the impacts of new infrastructure after construction. As practitioners, we are excited about these future applications. In the interim, this data is still highly valuable for summarizing information for decision-makers. The knowledge and data gleaned from this initiative offer invaluable insights for the ongoing development of transportation planning and policy-making on the North Shore and beyond. |
