Title Burnaby Road Safety Network Screening Study
Abstract

“Safe and Secure Mobility” is one of the six goals in support of the recently adopted Burnaby Master Transportation Plan, “Connecting Burnaby”.  The City allocates a capital budget to undertake road safety improvements for all road users within its road network. In achieving the City’s goal and identifying the funding priority, the City retained consultants to conduct a study and review the collisions that caused fatalities or serious injuries and developing mitigating measures and an implementation plan.

This study includes a review of the collision data, screening for priority locations, assessment of selected site conditions, identification of safety issues and the development of recommended mitigating measures.  In addition, the study included developing conceptual designs, cost estimates and an implementation plan to aid the City with the upcoming five-year Capital Program. The results will assist City’s prioritization of capital funding towards road safety improvements for all road users. The study consists of the following three phases:

  • Phase 1 – Identify the top 50 high crash intersections and conduct a detailed collision analysis based on the methodology provided by TAC Canadian Guide to In-service Road Safety Review Guide. 
  • Phase 2 – Identify safety issues and develop potential mitigating measures for the top high-crash intersections; and,
  • Phase 3 – Prepare conceptual designs, cost estimates, and an implementation plan for the short-/medium-/long-term counter measures at each intersections identified in Phase 1 and 2.

In addition, a road safety implementation plan was developed to provide a corridor-wide improvement package along the city’s major arterial road network including Kingsway (complete street design), Hasting Street (a safer pedestrian infrastructure along Hastings Street to align with recently completed transit priority study), Lougheed Highway (protected street design) and Gaglardi Way (protected bicycle lane).

The study results were based on a data-driven analysis enable the City to make strategic and defensible decisions in the selection of the type of improvements and at which location. City staff regularly receive requests from the community and City Council for intersection and road improvements and this program provides justification as to why certain locations are given priority over others. These safety improvements will ultimately aid the City achieving the goals of “Connecting Burnaby.”
