Title | Climate Change Risk Assessment Case Study - Kicking Horse Canyon Phase 4 (KHCP4) |
Abstract | Climate change has increasingly raised public concern over the past few decades. Climate related hazards may have multifaceted impacts on the safety and functionality of infrastructure systems. In its most recent assessment report (AR5), the Intergovernmental Panel on Climate Change (IPCC) mentions that climate change will have substantial impacts on a wide range of infrastructure systems. Accounting for the different ways in which potential climate change scenarios can affect our infrastructure is paramount in determining appropriate adaptation and risk management strategies. There are several approaches that meet the requirements for assessing infrastructure risk associated with climate change, including the PIEVC Protocol which is established by the Engineers Canada to oversee a national engineering assessment of the vulnerability of Canadian public infrastructure to changing climate conditions. The PIEVC Protocol consists of five main steps including project definition, data gathering and climate change projection, risk assessment, engineering analysis and conclusions/recommendations. The PIEVC has been adopted to accomplish the climate change risk assessment for widening of 4.8 km of the Trans-Canada Highway 1 east of Golden, BC. Risk assessment was performed on several key infrastructure components of the Project. This paper covers the findings and recommendations on drainage, roadway, utility, and structures. These components have been considered in conjunction with climate change data to determine if they are at-risk due to the anticipated climate change. Medium or high-risk components have been further assessed and risk mitigation strategies have been developed. |
